Technical Transition Lead
Talent International is searching for an experienced Technical Transition Lead to join our client, a large government agency. This role is based in Brisbane CBD on a contract basis until June 2027.
Role Overview:
- Technical Transition Lead role will contribute to the successful delivery of a high-priority Machinery of Government (MoG) ICT project and must possess a proven track record of working in a Lead Technical Business Analyst / Product Owner capacity in a cross-organization system transition project involving migration of critical business data.
- The Technical Transition Lead is an integral role to this project and responsible for end-to-end migration of in-scope ICT systems/applications and digital records being transferred between agencies.
Essential skills set & experience:
- Minimum 3-5 years of experience in a Lead Technical Business Analyst or Product Owner role in a cross-agency large scale systems and data transition project.
- Strong experience of working closely with the business SMEs, technical resources and end users in developing systems transition and data migration delivery roadmap, reviewing business process, analysing current user requirements and change impacts in the areas of day-to-day business operations including reporting.
- Ability to independently plan, document, and execute activities necessary to the management of digital record transfer and other activities required for completion of the program of work.
- Strong articulation skill in translating complex systems and data transition requirements into concise, strategic and persuasive review packs seeking endorsements from senior management / business stakeholders.
- Hands-on experience in mapping data and systems migration processes, operational processes, designing and reviewing target operating models, and aligning end user operations for the existing IT systems to the new departmental functions and systems.
- Strong technical focus – experience and skills in evaluating and integrating technical solutions, drive design review sessions, document key review aspects, collaborating with cross agency technical teams.
Desirable skills set & experience:
- Experience of working in a State Government driven Machinery of Government (MoG) change project is highly regarded
- Experience of working within state or federal public sector frameworks
- Knowledge of agile tools – JIRA and Azure DevOps
- Knowledge of Change Management
Deliverables
The key deliverables for this role will be managing end to end delivery of in scope systems and data transition activities using a hybrid agile methodology with a focus on:
- digital records transfer using correct data ownership
- embedding new business processes / operating model
- decommissioning of legacy infrastructure
Specific deliverables:
Records Management and Data Governance
- Coordinate identification, cleansing and transfer of digital records with reference to relevant considerations including disposal & retention; ownership & custodianship; data classification & information security; chain of custody.
- Develop and review transition related artefacts in line with the Queensland Government’s MoG Handbook highlighting associated risks, impacts and mitigation strategies for the project executives / senior users.
Document Generation, Review & Management
- Generate and review strategic, process and transition/transformation-specific artefacts to ensure visibility, governance, and completeness of deliverables.
- Obtain project artefact sign off from relevant project SMEs and business owner
Stakeholder Engagement
- Engagement with stakeholders with technical and non-technical backgrounds
- Represent the QPS at various forums and collaborate with stakeholders including project executives, Board members, Product Owners, SMEs, and technical resources across multiple agencies.
- Champion day-to-day coordination between cross functional teams, operational users and cross agency project stakeholders
Workshop / Meeting coordination
- Organise, plan and drive sessions to capture technical and business requirements and secure decisions.
