Quality Officers & Quality Lead
APS6 & EL1 Opportunities:
Our client is a large values-focused Federal Government Agency seeking experienced Quality Officers (APS6) and an Assistant Director, Quality (EL1) to support quality assurance and continuous improvement across an Early Childhood service delivery environment.
These roles focus on improving the quality and consistency of planning and decision-making for children under nine with developmental delay or disability. You’ll work across quality reviews, technical advice, coaching, data analysis and process improvement to support strong participant outcomes.
ROLE DETAILS:
Location: VIC opportunities available
Contract: 12 months, with extension potential
Eligibility: Australian Citizenship required

Rates:
APS6 – $60.26 per hour + super
EL1 – $602.55 per day + super
ABOUT THE ROLES:
Both positions support quality assurance across early childhood planning and decision-making, with a focus on applying legislation and policy correctly, improving decision quality, analysing trends and building capability across teams.
APS6 Quality Officer:
The APS6 role is more hands-on, conducting quality assurance and quality control activities, reviewing decision-making, managing escalations and coaching team members to improve technical capability and consistency. APS6 Quality Officer IPD
EL1 Assistant Director, Quality:
The EL1 role provides leadership across the quality function, managing team performance, providing high-level technical and policy advice, overseeing reporting and quality outcomes, and leading business improvement and change initiatives.
KEY RESPONSIBILITIES:
Across the two levels, responsibilities will include:
- Conduct and oversee quality assurance activities across early childhood planning and decision-making.
- Interpret legislation, policy and operational guidance to support consistent and compliant decisions.
- Provide technical, policy and operational advice on complex matters.
- Coach and mentor staff to improve decision quality, technical capability and knowledge.
- Analyse quality data, trends, risks and performance information using Excel and reporting tools.
- Manage escalations and support resolution of complex issues.
- Identify quality gaps and contribute to continuous improvement initiatives.
- Engage with internal stakeholders to improve knowledge, consistency and service outcomes.
- At EL1 level, you will also lead team performance, manage workflows and resources, oversee quality reporting and drive broader improvement and change initiatives.
SELECTION CRITERIA:
- Strong ability to interpret and apply legislation, policy, procedures and standards.
- Experience in quality assurance, technical review, planning, operational decision-making or similar environments.
- Strong coaching and mentoring capability.
- Ability to provide clear advice on complex technical, policy or operational matters.
- Strong Excel and data analysis skills, including interpreting trends and performance information.
- Strong stakeholder engagement, communication and problem-solving skills.
Highly desirable:
- Experience or qualifications in early childhood, allied health, education or disability.
- Experience working with children with disability or developmental delay.
- Government/public sector experience.
- For APS6 roles, 2+ years previous planning experience is particularly highly regarded
- For EL1, demonstrated people leadership and performance management experience is important.
