Senior Project Manager – Approach to Market | Government Procurement, COTS & Enterprise Transformation

About the Position:

This isn’t a traditional project delivery role.

It’s about leading the procurement strategy that sets a major transformation program up for success before implementation even begins.

Working within a large enterprise transformation program, you’ll lead the planning, governance and delivery of the complete Approach to Market (ATM) for a significant Commercial Off-The-Shelf (COTS) procurement. You’ll bring together procurement specialists, business stakeholders and technical leaders to develop a market approach that is commercially robust, compliant and aligned with long-term business outcomes.

This role sits at the intersection of procurement, governance and program delivery. Success will come from balancing strategic thinking with practical execution, ensuring procurement documentation, evaluation approaches and governance processes support confident decision-making throughout the program lifecycle.

What You’ll Do:

• Lead the planning, governance and delivery of a comprehensive Approach to Market (ATM) for a major enterprise COTS procurement.
• Develop integrated project plans, procurement strategies and governance artefacts aligned with broader program objectives.
• Manage a multidisciplinary team responsible for developing compliant procurement documentation, evaluation approaches and market engagement activities.
• Engage with business, technology and executive stakeholders to ensure procurement outcomes align with strategic, operational and governance requirements.

What We Are Looking For:

• Demonstrated experience leading multiple large-scale Approach to Market (ATM) or Request for Tender (RFT) activities for COTS solutions within government.
• Strong understanding of government procurement frameworks, governance, sourcing strategies and value-for-money principles.
• Proven project leadership experience using PRINCE2, with an understanding of Managing Successful Programmes (MSP).
• Excellent stakeholder engagement, facilitation and negotiation skills, with the ability to drive alignment across business, procurement and technology teams.

A Quick Note Before You Apply:

This role is unlikely to suit project managers whose experience has primarily focused on technology delivery without significant ownership of government procurement, market approaches or complex COTS acquisition activities.

Success in this role requires balancing commercial thinking, governance, stakeholder engagement and project leadership to deliver procurement outcomes that provide a strong foundation for long-term transformation.

This is a hybrid Canberra-based engagement supporting a major government transformation initiative. Australian Citizenship is required to undergo our client’s security vetting process. No existing security clearance is required.
