The Rates Officer is responsible for ensuring that all operations of rating are processed according to established work plans, Council’s policies and appropriate legislation, as well as providing high quality customer service and advice to internal and external customers.

Objective 1: Property and Rates

  • In accordance with the provisions of the Local Government Act 1995, calculates, raises, and issues the annual rate notices, issues final notices, interim notices, instalment notices and reminder letters.
  • Administers the processing and reconciliation of pensioner/senior’s rebate claims on a periodical
  • Processes Landgate revaluation schedules and maintain rolling reconciliation against the Valuer General’s valuation for the district.
  • Coordinates and reviews annually rate exempt
  • Coordinates End of Year processing and New Financial Year processing to roll over the property database into the next financial year.
  • Raises, collects, reports and remits quarterly the FESA Emergency Services
  • Process and dispatch Underground power (UGP) Service Charge instalments and reminder
  • Reconcile rates and UGP subsidiary ledger to control accounts
  • Processes bank files for bank files for web, phone and Bpay
  • Receipts Remittances Advices for payment of
  • Monitors financial accounts and completes monthly
  • Process changes of rate payer contact
  • Updates waste service charges in line with customer requests and the bin
  • Updates the property database in line with Landgate parcel
  • Processes Landgate valuation schedules and the GRV
  • Maintains the rolling reconciliation for GRV
  • Maintains rating item
  • Manages the assignment of street numbering in accordance with Landgate Geographical
  • Maintains a list of outstanding rates, UGP balances general debtor balances and provides regular updates to
  • Review payment arrangements for outstanding rate and UGP balances and provide regular updates on defaults to the Manager and Director.
  • Assists with debt recovery proceedings and collection processes for outstanding rates and UGP
  • Maintains Council’s property records to ensure that all land parcels and their relevant information including valuation are recorded and current.
  • Keeps up-to-date information on legislation, standards, and practices relevant to work
  • Coordinates property ownership transfers including provision of Electronic Advice of Sale (EAS) and Orders and Requisitions to requesting settlement agents.

Perform any other relevant duties as directed by the Manager Finance and/or Director. Carry out other duties as requested by Management which may be reasonably expected within the scope of the classification level and skill base of the employee.
