Our client is a large Queensland Government department responsible for delivering and maintaining a significant infrastructure portfolio across the state.
The division manages approximately $2 billion in annual investment across a $40 billion asset base. Following sustained growth in portfolio size and complexity, the department is undertaking a major transformation program to strengthen governance, financial oversight, asset planning and portfolio performance.
About the role
The Project Manager will lead the Portfolio Management Improvement stream within a broader Portfolio and Financial Management Improvement Program.
This is a transformation-focused role requiring a strong understanding of infrastructure delivery. You will improve how projects and programs are prioritised, governed, assured and delivered across the division.
Working closely with executives, infrastructure teams, Business Analysts, Change Managers and related transformation workstreams, you will translate new frameworks into practical day-to-day processes, decision points and behaviours.
The role will manage two Business Analysts and operate within a broader program team expected to grow to approximately 16 people.
Responsibilities
* Lead the Portfolio Management Improvement workstream from planning through to implementation and adoption
* Develop and manage integrated schedules, milestones, priorities, dependencies and critical-path activities
* Support the development and implementation of a Project Lifecycle Framework
* Establish practical Governance and Assurance Frameworks
* Develop portfolio prioritisation processes that support transparent investment and resource decisions
* Strengthen business-case development, accountability and executive decision-making
* Translate frameworks into practical business processes, templates, stage gates and assurance checks
* Work with infrastructure teams to ensure new processes align with real-world project delivery
* Identify project and program risks before they escalate to executive level
* Manage dependencies across financial management, asset management, sourcing and related transformation streams
* Lead stakeholder engagement across delivery teams, senior leaders, executives and governance committees
* Partner with Change Managers to support adoption and embed sustainable new ways of working
* Prepare executive updates, committee papers, decision logs and governance documentation
* Lead and support two Business Analysts
* Promote continuous improvement, lessons learned and long-term capability uplift

Requirements
* Strong Project Management experience within infrastructure, capital works, construction, property, facilities or asset management
* Demonstrated experience delivering transformation, business improvement or capability uplift projects
* Experience developing or implementing governance, assurance or project lifecycle frameworks
* Strong understanding of portfolio prioritisation, capital planning and investment decision-making
* Experience managing integrated schedules, dependencies, risks, issues and competing priorities
* Ability to translate strategic frameworks into practical day-to-day business processes
* Strong stakeholder engagement and influencing skills across operational and executive audiences
* Experience leading multidisciplinary teams and Business Analysts
* Strong written communication skills, including executive briefs, reports and committee papers
* Experience applying Agile, PRINCE2, PMBOK or hybrid delivery methodologies
* Queensland Government or broader public-sector experience is highly desirable
* Experience within a large asset-owning or infrastructure organisation is highly desirable
