Organisational Change Manager | Technology Transformation & Enterprise Delivery

  • Location: ACT (Onsite)
  • Security Clearance: TSPV / TSPA / PV Security Clearance (Mandatory)
  • Contract Length: 12 months + 2 × (12-month extensions – Based on the discretion of the Department)

About the position:

This is a senior Organisational Change role supporting large, technology-driven transformation programs within a Federal Government environment. The work is complex, stakeholder-heavy, and delivery-critical, requiring disciplined change execution rather than theoretical frameworks. This role suits practitioners who have led change through real resistance, competing priorities, and enterprise-wide impact.

What you’ll do:

  • Lead stakeholder analysis, change impact assessments, and business readiness activities across major initiatives
  • Design and deliver end-to-end change and communications strategies aligned to technology delivery
  • Monitor and assess change readiness, identifying risks and emerging issues before they escalate
  • Partner closely with project, training, and delivery teams to embed adoption and capability uplift

What we are looking for:

  • 5+ years’ experience delivering organisational change in complex, technology-led environments
  • Proven use of structured change methodologies such as Prosci / ADKAR in live programs
  • Strong stakeholder engagement capability across senior leaders, delivery teams, and business users
  • Ability to integrate change activities directly into project plans and delivery rhythms

Change tools & environment:

  • Change frameworks: Prosci, ADKAR, enterprise change toolkits
  • Core activities: impact assessments, readiness assessments, communications, benefits realisation
  • Delivery context: large ICT programs, multi-year transformations, regulated environments
  • Close alignment with project management, learning & development, and leadership teams

Important to know:

  • This is not a junior, advisory, or methodology-only role.
  • You will struggle if your experience is limited to communications without adoption accountability
  • This role requires operating authority, judgement, and comfort managing resistance
