  • Location: ACT-Based (Hybrid)
  • Security Clearance: NV1-Cleared (Mandatory)
  • Contract Length:12 months + 2 12 months extension (Based on the Department’s sole discretion)

Working within a major government program environment, you’ll lead the design and ongoing evolution of an integrated ‘Monitoring, Evaluation and Learning (MEL)’ framework that becomes the trusted source of truth for program performance, reporting and decision-making.

This is more than a reporting role. You’ll bring together program, financial and performance data, oversee independent evaluation activities, and develop meaningful insights that support strategic decisions across complex, multi-year initiatives.

Working closely with internal stakeholders and external delivery partners, you’ll combine MEL expertise with strong business intelligence capability to ensure reporting is accurate, accessible and aligned with government obligations.

What You’ll Do

  • Lead the design, implementation and continuous improvement of an integrated Monitoring, Evaluation and Learning framework.
  • Develop and maintain interactive Power BI reporting solutions, data models and dashboards that support strategic decision-making.
  • Oversee external evaluation providers and ensure quality, consistency and rigour across all MEL activities.
  • Produce high-quality reporting, insights and performance information that supports program governance and executive decision-making.

What We Are Looking For

  • Demonstrated experience leading Monitoring, Evaluation and Learning (MEL) frameworks across complex programs or portfolios.
  • Advanced Power BI, Excel and data modelling capability, including experience building scalable reporting and dashboard solutions.
  • Strong stakeholder engagement skills, with the ability to communicate complex information clearly to both technical and non-technical audiences.
  • Experience translating program, financial and performance data into meaningful insights that influence decision-making.
