EL1 Specialist Advisor, Employment Suitability and Workforce Integrity
Talent International is currently recruiting for an EL1 Specialist Advisor, Employment Suitability and Workforce Integrity to work for one of our Federal Government clients one of its multiple office locations across NSW. The position is a contract till end of Dec with the possibility of extension. The role pays $602.55 per day + Super.
7.6 hours per day and 38 hours per week
This senior advisory role will lead the development and implementation of contemporary employment suitability, personnel security and workforce integrity frameworks. You will provide expert advice on complex suitability matters, strengthen workforce screening practices and support defensible, risk-based decision-making across the employment lifecycle.
Key responsibilities:
Personnel security and suitability frameworks
- Lead the design, consultation and implementation of an employee suitability framework covering the full employment lifecycle.
- Ensure alignment with the Protective Security Policy Framework (PSPF), APS integrity requirements and personnel security policies.
- Provide expert analysis and advice on workforce suitability and risk-based controls.
Suitability assessment and advisory
- Apply vetting and suitability assessment principles to complex workforce cases.
- Identify suitability concerns and recommend appropriate risk treatments and mitigations.
- Support consistent and defensible decisions through structured analysis, clear documentation and sound judgement.
Pre-employment screening
- Strengthen pre-employment screening processes by aligning checks with the risk profile of each role.
- Integrate screening requirements into recruitment processes and system workflows.
- Review pre-employment information, identify suitability indicators and provide recommendations.
Ongoing workforce suitability
- Develop practical, risk-informed approaches to ongoing employee suitability.
- Establish clear triggers for review and apply structured assessment methods when concerns arise.
- Help the organisation manage integrity-related workforce risks.
Role risk and governance
- Identify roles with elevated integrity, access or worker-screening requirements.
- Maintain registers or tools connecting positions with relevant suitability expectations.
- Advise business areas on suitability considerations during position design, recruitment and workforce management.
Policy and continuous improvement
- Review and maintain policies, procedures and guidance materials covering the employment lifecycle.
- Improve connections between personnel security, workplace integrity, fraud, audit, risk and governance functions.
- Ensure documentation is clear, consistent and accessible.
Stakeholder engagement
- Build collaborative relationships with Cyber Security, Fraud, Legal, Audit, Risk and operational teams.
- Engage confidently with stakeholders at all organisational levels regarding complex and sensitive matters.
- Prepare high-quality executive papers, briefings and written advice.
Leadership and program delivery
- Lead complex workstreams while managing priorities, risks and interdependencies.
- Mentor staff working in personnel security and workforce integrity functions.
- Facilitate knowledge transfer and promote stronger awareness of integrity, ethical behaviour and suitability expectations.
About you
The ideal candidate will demonstrate:
- Significant experience across the personnel security lifecycle.
- Experience applying PSPF requirements to recruitment, onboarding, suitability assessments, ongoing monitoring and cessation processes.
- Strong experience in vetting, personnel security, suitability assessment or comparable integrity-based roles.
- The ability to interpret complex personal information and assess suitability against defined standards.
- Experience developing or applying structured frameworks, assessment methodologies and risk criteria.
- Excellent written analysis skills, including preparing suitability assessments, decision records, executive papers and briefings.
- The ability to manage sensitive and confidential information with discretion and professionalism.
- Highly developed judgement and decision-making skills, including the ability to balance risk with operational requirements.
- Strong stakeholder engagement and senior advisory capabilities.
A Certificate IV in Government Security (Personnel Vetting) will be highly regarded.
