EL1 Procurement Specialist | Canberra ACT | 9-Month Contract + Extension Option

An opportunity is available for an experienced Procurement Specialist to support the agency’s Cyber Affairs and Critical Technology Branch. The role focuses on complex procurement delivery, contract management, governance, and financial oversight supporting cyber cooperation and critical technology initiatives across the Indo-Pacific region.

This role supports a high-profile cyber and critical technology program operating across Southeast Asia and the Pacific within a complex policy and operational environment.

About the Role

This role sits within Cyber Unit and is responsible for delivering end-to-end procurement activities across strategically significant cyber initiatives. The position will manage procurement planning, tender processes, contract management, governance oversight, financial tracking, and stakeholder engagement across internal business areas, finance teams, suppliers, and external partners. The role requires strong knowledge of Commonwealth procurement frameworks and the ability to manage complex procurement activities in a fast-paced APS environment.

Key Responsibilities

  • Lead end-to-end procurement activities including RFQs, RFTs, and contract management
  • Provide procurement advice aligned to Commonwealth Procurement Rules (CPRs) and the agency frameworks
  • Manage procurement governance, probity, and compliance activities
  • Coordinate procurement processes through AusTender, BuyICT, and associated systems
  • Support financial management activities including funding allocation and expenditure tracking
  • Develop and maintain procurement and contract tracking tools and reporting
  • Liaise with procurement, finance, legal, and operational stakeholders across government
  • Prepare procurement briefs, risk assessments, and strategic recommendations for senior executives

Skills and Experience

  • Demonstrated APS procurement experience managing complex procurement activities
  • Strong understanding of Commonwealth Procurement Rules (CPRs) and PGPA requirements
  • Experience managing contracts, procurement governance, and probity processes
  • Strong stakeholder engagement capability across internal and external environments
  • Experience working with financial tracking, procurement reporting, and contract administration systems
  • Ability to manage competing priorities and provide strategic procurement advice in complex environments

Qualifications

  • Relevant procurement, commercial, legal, or contract management experience preferred
  • APS procurement accreditation or equivalent experience highly regarded

Eligibility / Other Requirements

  • Australian citizenship is mandatory
  • Candidates must hold or be able to obtain an NV1 security clearance
  • Relevant pre-employment and security checks will apply
  • This role is primarily office-based in Canberra ACT, with some flexibility available by agreement
