HR & Remuneration Data Analyst | Excel (PowerQuery) | Actuarial & Market Analysis

  • Location: Canberra, ACT
  • Clearance: NV1 Security Clearance (minimum)
  • Contract: Initial contract until 30th October + 2 * 12 months extensions (Based on the Department’s discretion)

We are seeking a highly skilled ‘HR & Remuneration Data Analyst’ with strong expertise across HR, accounting, advanced Excel (including PowerQuery), and remuneration/economic analysis. This role plays a pivotal part in managing and enhancing our client’s remuneration framework for 100+ overseas missions, ensuring consistency, defensibility, and strategic alignment of remuneration decisions in complex international environments.

Key responsibilities of the position:

  • Conduct annual reviews of LES remuneration (salary and non-salary benefits) across global missions.
  • Apply actuarial data, economic modelling, and market intelligence to determine salary adjustments.
  • Maintain and enhance our client’s Excel-based remuneration analysis model, including PowerQuery rollovers, data connections, and formula validation.
  • Ensure completeness, centralisation, and audit defensibility of remuneration data inputs and methodologies.
  • Lead procurement of market remuneration data and integrate supplier datasets into centralised models.
  • Manage and coordinate survey processes across missions to ensure timely and accurate data returns.
  • Engage with Senior Administration Officers, Heads of Missions, and stakeholders to contextualise salary decisions.
  • Provide high-level advice on remuneration strategy, quality assurance, and continuous improvement initiatives.
  • Represent our client professionally in engagements with external providers and like-minded organisations.

What we are looking for:

  • Strong professional background in HR, accounting, and remuneration/economic data analysis.
  • Advanced Excel capability, including PowerQuery, model maintenance, and scalability.
  • Proven experience in remuneration reviews and salary adjustments, particularly in complex or volatile environments.
  • Ability to document assumptions, methodologies, and ensure defensible audit trails.
  • Experience in data procurement, integration, and survey coordination at scale.
  • Strong stakeholder management skills with the ability to influence and advise senior leaders.

Desirable skills & experience:

  • Previous experience in government or large-scale international remuneration frameworks.
  • Exposure to actuarial modelling, economic analysis, or data-driven remuneration policy.
  • Understanding of global HR practices, including challenges in high-risk or politically unstable locations.
  • Experience liaising with external market data providers and integrating complex datasets.
