Senior IT Change Officer – Communications & Engagement

We are seeking an experienced Senior IT Change Officer to lead communications, engagement and capability-building activities across a large and complex technology environment.

This role will focus on helping users understand, adopt and confidently use IT tools, services, policies and processes. You’ll develop engaging communications, targeted engagement approaches, training support and feedback mechanisms that make technology and process changes easier for people to understand and adopt.

This is a great opportunity for someone who combines strong change communications and stakeholder engagement skills with experience supporting technology or digital transformation initiatives.

Previous Local Government experience will be highly regarded.

What You’ll Be Doing

  • Develop and deliver targeted communications and engagement plans that support the successful adoption of IT tools, services, policies and processes.

  • Analyse stakeholder groups, user needs, adoption barriers and communication risks to determine the right engagement approach.

  • Translate complex or technical information into clear, compelling and user-friendly communications for diverse audiences.

  • Plan and coordinate training, information sessions, demonstrations, events and consultations to build user confidence and capability.

  • Drive participation in training and engagement activities by clearly communicating their value, relevance and benefits.

  • Develop user-focused collateral including guides, FAQs, intranet content, presentations, talking points, newsletters and campaign materials.

  • Work closely with IT leaders, technical teams and business stakeholders to source meaningful content and communicate project, strategy and service updates.

  • Establish effective feedback loops to understand user sentiment, identify adoption barriers and continually improve communications and engagement.

  • Measure the effectiveness of communications, engagement and training activities using attendance, feedback, satisfaction and adoption indicators.

  • Provide strategic advice to IT and program leaders around stakeholder engagement, change impacts and communication risks.

About You

You’ll be an experienced communications, engagement or change professional who understands that successful technology change is about more than sending communications – it’s about helping people understand what is changing, why it matters and how to work differently.

You will ideally bring:

  • Demonstrated experience developing and delivering communications, engagement or change approaches supporting technology, digital tools, business systems or organisational processes.

  • Strong experience driving user adoption and behavioural change within complex organisations.

  • Experience planning and coordinating training, capability-building, events, consultations or information sessions for diverse user groups.

  • Excellent written communication skills with the ability to turn technical and process-heavy information into clear, engaging content.

  • Strong stakeholder engagement skills and the confidence to work with senior leaders, technical teams and business users.

  • Experience developing communications across multiple channels and formats.

  • An ability to understand stakeholder needs, identify adoption barriers and tailor engagement accordingly.

  • Strong planning, organisation and communication skills, with the ability to operate autonomously in a complex environment.

  • Local Government experience will be highly regarded.
