Help shape how a major Victorian council delivers and embeds change across a large-scale transformation program.

This role will work directly with the Technology Change Program (TCP). The Technology Change Program (TCP) is part of the broader Transformation Program within Melton which aims to modernise and optimise the council’s technology infrastructure, improve operational efficiencies, and enhance service delivery to stakeholders and the community.

We’re looking for an experienced Change and Communications Lead to drive engagement, messaging and adoption across a complex Technology Change Program, ensuring stakeholders are informed, prepared and aligned.

What you’ll be doing

  • Lead the design and delivery of integrated change and communications strategies aligned to program and organisational objectives.
  • Develop and implement stakeholder engagement plans, communication campaigns, and readiness activities across multiple business areas.
  • Create clear, compelling, and tailored messaging for diverse audiences including executives, leaders, and end users.
  • Collaborate with project and program teams to translate technical and business changes into meaningful, accessible communications.
  • Support leaders and managers to act as change champions through coaching, toolkits, and engagement strategies.
  • Measure, monitor and report on communication effectiveness, stakeholder engagement, and adoption outcomes.
  • Maintain consistency of messaging across multiple channels and workstreams.

What you’ll bring

  • Tertiary qualification in Communications, Business, Organisational Development, Marketing or related field (essential).
  • Formal change management certification (e.g. Prosci or equivalent)
  • Strong experience (5+ years) in change management and communications within large-scale technology or organisational transformation programs.
  • Demonstrated ability to develop and deliver effective communication strategies across complex stakeholder environments.
  • Familiarity with digital communication tools such as SharePoint, Teams, intranet platforms, and collaboration systems.
