Business Analyst (Process/Portfolio Improvement/Asset Management)
We are currently looking for a Business Analyst for a large state government client on their Portfolio and Financial Management Improvement Program.
Contract details are:
- 7.6 hours working days
- Up to $120.25/hour inc super
- Brisbane CBD Location (2 days WFH per week)
- Contract until end of June 2027 with potential extensions.
The Business Analyst will join the departments infrastructure services division, managing approximately $2 billion in annual investment to maintain and grow a $40 billion asset base. Due to the scale and complexity of demands on this division, organisational maturity systemic gaps across governance, asset lifecycle management, and financial oversight.
In response to this problem, the department has initiated a Business Transformation Plan across six capability pillars – asset management; service and asset planning; portfolio optimisation and execution; strategic sourcing and contract management; maintenance and operations; and capital financial management and infrastructure accounting.
You will play a pivotal role in the Portfolio Management Improvement (PMI) Project, supporting business process mapping across the Infrastructure Services Division. Working closely with project teams and divisional stakeholders, you will analyse current organisational performance and contribute to the development and adoption of the Planning and Prioritisation Framework, Project Lifecycle Framework and Governance and Assurance Framework.
Ideally you will have:
- Minimum of five years’ experience in formal Business Analysis methods, including eliciting and documenting business requirements, analysing complex problems, and translating needs into practical frameworks and solutions.
- Previous experience working for infrastructure (non-ICT), construction or asset management organisations (ideally government owned/affiliated)
- Working knowledge of Queensland State Government building, project and asset management policies and frameworks.
- Demonstrated application of the Business Analysis Body of Knowledge (BABoK) framework in a professional context.
- Experience in process modelling to BPMN standard.
- Experience with large government transformation programs
- PMO or portfolio management and improvement experience
- Is familiar with governance, assurance and operating model redesign
