About the Opportunity

An exciting opportunity exists for an experienced Business Analyst to join a major public sector program focused on improving the accuracy, integrity and accessibility of critical regulatory information systems.

This multi-stream program comprises a suite of technical and business-focused projects designed to enhance operational effectiveness and community safety outcomes. The program also contributes to a national reform initiative aimed at establishing a unified register and operating model to ensure long-term data quality, governance and interoperability across jurisdictions.

Interstate travel will be required to participate in in-person workshops and collaboration forums with national stakeholders and partner agencies.


The Role

The Business Analyst will undertake a full range of business analysis and coordination activities across allocated projects within the program.

Key responsibilities include:

  • Leading stakeholder engagement, education and coordination activities

  • Facilitating workshops to capture and document current and future state processes and information needs

  • Conducting business process and data modelling using appropriate tools and techniques

  • Identifying, analysing and documenting business and system requirements

  • Developing comprehensive Business Requirements Documents (BRDs) and related artefacts

  • Ensuring requirements traceability through architecture, design and delivery

  • Assessing product capabilities against requirements and identifying configuration or customisation needs

  • Documenting requirements for workflow, reporting and integration components

  • Supporting data verification, mapping, migration and integration activities

  • Supporting quality assurance activities including review of architecture/design documents, test plans, test results and defect management

  • Providing advice and recommendations to program leadership and steering committees

  • Contributing to solution operationalisation, maintenance planning and post-implementation evaluation


Reporting & Stakeholder Engagement

The Business Analyst will:

  • Report to the Program Manager

  • Work closely with multi-disciplinary project stream leads and technical teams

  • Liaise with business units, subject matter experts and operational stakeholders

  • Collaborate with external agencies, national program representatives and vendor implementation partners

  • Coordinated engagement across internal stakeholders, external agencies and vendor teams

  • Clear documentation of current and future state processes and business information requirements

  • High-quality requirements artefacts with full traceability through to solution delivery

  • Alignment between business needs, legislative requirements and implemented solutions

  • Effective contribution to governance, reporting and decision-making forums


Essential Experience & Skills

  • Extensive experience leading business analysis activities within large, complex programs

  • Strong end-to-end process analysis and modelling capability

  • Demonstrated experience producing comprehensive BRDs and associated artefacts

  • Proven ability to translate operational and legislative requirements into clear functional specifications

  • Strong stakeholder engagement and workshop facilitation skills

  • Experience validating requirements against COTS and custom-built solutions

  • Excellent analytical skills and attention to detail

  • Strong written and verbal communication skills, with the ability to present complex information to diverse audiences

  • Ability to manage competing priorities and deliver outcomes under broad direction


Desirable Experience

  • Experience working within complex government IT programs

  • Experience supporting policy, procedure or legislative reform initiatives

  • Exposure to regulatory, law enforcement, or nationally coordinated data programs
