Talent International is searching for an experienced Technical Change Manager to join our state government client based in the Brisbane CBD on a 9-month contract basis + extensions.

About the role

The purpose of the Technical Change Manager role is to lead the development, implementation and maintenance of complex software systems while also actively contributing to organisational change initiatives for the department’s development processes. This position is pivotal in ensuring the effective alignment of technical solutions with the department’s strategic goals, driving innovation, and facilitating the seamless integration of new systems. The role combines technical expertise with a deep understanding of change management principles to drive successful transformation of existing system development and maintenance processes to contemporary ways of working.

Key Responsibilities:

  • Provide expert level coding and programming expertise to build and enhance complex applications.
  • Develop and execute comprehensive change management strategies to facilitate the adoption of new systems, technologies and processes across the department,
  • Stay current with industry trends, emerging technologies, and best practices related to system development and change management.
  • Champion the integration of innovation solutions that drive efficiency, effectiveness and competitive advantage for the department.
  • Identify potential technical and operational risks associated with system development and change initiatives.
  • Effectively communicate complex technical concepts to both technical and non technical stakeholders.
  • Evaluate existing systems and processes to identify areas for improvement and optimisation.
  • Lead initiatives to modernise legacy systems to align with current industry standards.
  • Work as part of the team to integrate change management activities into the overall plan and schedule.
  • Develop and distribute targeted, concise and timely communications through a variety of channels (eg. Help Centre, Newsletters, Group Emails, presentations, showcases, FAQ’s etc).
  • Regular reporting of deliverables against the schedule.
  • Regular review of effectiveness of plans and, where required, adapt plans to meet the needs.
  • Lead and support the delivery of Change Management activities.

This role plays a critical role in driving technological innovation, fostering change and ensuring the department’s technology landscape supports its strategic objectives.

Requirements

Essential

  • Proven ability to develop and deliver complex software solutions that meet business requirements.
  • Experience in promoting a positive attitude towards change and fostering a culture of adaptability.
  • Excellent collaboration and communication skills to engage with diverse stakeholders.
  • Track record of identifying opportunities for process optimisation, automation, and efficiency improvements through technology.
  • Ability to work with ambiguity, to work independently and proactively, be accountable and take responsibility for own work.
  • Team player who is supportive of the delivery of objectives and contribute positively to the team culture.

Desirable

  • Organisational Change Management certification (e.g. PROSCI)
  • Experience in public sector, particularly in the delivery of transformative ICT solutions for social services delivery
  • Experience in an AGILE environment
